Consider if one is a master electrician who joined the U.S. Navy a couple of years ago, one would have received the same training that all of the other electricians received, regardless of one's personal background and capability. This training would most likely have taken place in a brick-and-mortar classroom, and one's success would've depended largely on one's ability to memorize, same if one was a cook or a radio operator. One of the most significant outcomes of the revolution is the Navy's new Human Performance Center in Virginia Beach, Virginia, of which Captain Matt Peters took command in September.
