The article focuses on the challenges faced by the U.S. Army Armament Research Development and Engineering Center (ARDEC) in hiring and developing new scientists and engineers to replace employees eligible for retirement, in Picatinny Arsenal, New Jersey. The center has provided the technology for more than 90 percent of the Army's weaponry. The employees new to ARDEC require significant education and training, and it is critical that scientists and engineers understand the deadly environment in which their end users work. Joe Shiposh, ARDEC's chief learning officer, stated that ARDEC has demonstrated a strong commitment to employee learning and development since the early 1980s.
